It does not matter to Google who links to your site, but every time someone does, your site goes few positions up in SERPs. I work for the largest UK Based SEO Company, and we buy tons of links at TNX.net, and you know what, we don't give a damn thing if links are from Russian or English sites, they work just fine and all our clients are happy having their website at the top of Google results in their niche.
